  1. When does the Fraser Place land auction take place?
    1. January 24th at 2 pm in Council Chambers all bids for Fraser Place lots will be opened.
  2. How do people participate in the Fraser Place land purchase?
    1. They submit a sealed bid using the SEALED BID FORM on the website (hard copies will be available at the front desk).
    2. IMPORTANT – All sealed bids must be received by 12:00 pm on FRIDAY, JANUARY 24, 2025, and accompanied by a 10% non-refundable deposit toward the purchase price of the lot. Unsuccessful bidders will have their deposits returned to them.
  3. Is there anything other than a sealed bid form that people need to include with their bids?
    1. All bids must include a non-refundable deposit equal to 10% of the bid purchase price of the lot. If submitting a sealed bid in person to the Town, bid envelopes must include a cheque payable to the Town of Hay River in the amount of 10% of the bid. If submitting a sealed bid by email, bidders must send a non-refundable etransfer in the amount of 10% of the bid to landauction@hayriver.com.
    2. IMPORTANT – Deposit cheques and etransfers will only be processed for successful bids. Unsuccessful bidders will have their deposit cheques/etransfers returned.
  4. Should bids include GST?
    1. Bids should be made excluding GST. GST will be calculated and applied in the final Purchase Agreement.
  5. Are there any resources to help people fill in the sealed bid form and/or confirm they are eligible to bid?
    1. The SEALED BID FORM includes a TERMS AND CONDITIONS section that outlines the process and eligibility requirements.
  6. Is there an age restriction on lot purchases?
    1. People must be at least 18 years of age or older to purchase land from the Town.
  7. Can I bid on a lot if I am in arrears with the Town for my property tax or utilities?
    1. All bidders must be in good standing with the Town at the designated bid opening time in order for their bid to be considered eligible.
  8. What is the difference between a sealed bid auction and a live auction?
    1. The sealed bid process is very similar to a tender process. People fill out the sealed bid form to indicate what lot they want to purchase and at what price. Bids are placed in a sealed envelope and hand delivered to the Town. The Town will record all bid envelopes and store in a secure location until the designated bid opening time. The bids get opened at the same time and usually the lot will be sold to the highest bidder.
  9. What if a person is out of town and wants to submit a bid for a Fraser Place lot?
    1. An electronic process is in place to accept sealed bids and deposits. SEALED BID FORMS can be emailed to landauction@hayriver.com which is set up with an automatic reply to notify bidders that your bid has been received. The 10% deposit can be etransferred to landauction@hayriver.com
    2. Electronically received bids will not be opened until the designated bid opening time.
    3. Only successful bidders will have their etransfers accepted.
  10. How do people know what to bid for the lots?
    1. The Town had all the lots appraised in the fall of 2024 and the minimum bid price is the appraised price which is public information (available in the Fraser Place Bylaw and on the Town’s website). The Town will not accept bids below the minimum bid price so people should determine if they want to submit a bid equal or higher than the minimum.
  11. When do people submit their sealed bids and who do they submit them to?
    1. Bids can be submitted anytime up until noon on January 24th, 2025. They can be submitted to Town Hall Reception who will log them in and hold them in a secure place unopened (similar to a tender process), or they can submit by email to landauction@hayriver.comwhich is set up with an auto-reply so people will know their bid is received. The Town will not open any attached bid documents until the designated bid opening time.
  12. Do people need to attend the bid opening?
    1. We will let all successful bidders know and set up appointments to complete Purchase Agreements.
  13. Can people purchase any amount of lots through the sealed bid auction?
    1. Since this is the first “offering” for Fraser Place, people are limited to a purchasing a single lot, unless there are no other bids received. They can put in bids for multiple lots, but they can only be the successful bidder for one lot if there is more than one bidder on the lots they have bid on.
  14. What happens if all of the lots don’t sell?
    1. Any lots not sold through the sealed bid process will go into Town land inventory on February 17, 2025 at 2 pm and be sold on a first come first served basis with no restrictions on the number of lots you can purchase.
  15. The lots are all under snow and people can’t see what they look like, how do they know what they’re buying?
    1. All of the lots are serviced with water, sewer and electricity. The roads are not paved yet and won’t be paved for a few years. People have up to 12 months to pay for their lot (except for a 10% non-refundable deposit so they will have time to see the lots when the snow is gone.
  16. This is Phase I of the Fraser Place land sale with lots 19 through 29 on sale. Why isn’t the Town selling the lots closer to the river?
    1. The Town will be updating its flood probability mapping for the community in 2025. The Town believes it is prudent to understand if flood mapping identifies any impacts to future development for riverside properties including those within Fraser Place. When the flood mapping work is complete the Town will proceed with selling Fraser Place Phase II (riverside lots).
  17. The Fraser Place area has a lot of trails that are used by the locals, will they be restricted from using that area when the lots are sold?
    1. People won’t be allowed to trespass on private property, but the Fraser Place subdivision will have a trail system and greenspace that anyone can use.
