Bylaw Enforcement

The Town of Hay River Bylaw Division operates under the direction of the Director of Protective Services and in accordance with the town bylaws. The bylaws are enforced in a manner that protects the general public’s quality of life and aims to preserve the beauty and functionality of our town.

The Town of Hay River Bylaw Division is also responsible for overseeing property standards and animal control. Furthermore, the bylaw division authorizes business licenses and taxi permits.

Reporting an Animal Issue

Identifying and the potential capture of loose animals, especially those not socialized, can be challenging – the public can support the process through the submission of good information through the proper channels.

When reporting an animal issue, please provide:
• What is the reported issue: No food, water or shelter provided, loose, nuisance or attack.
• Video or Photograph of the animal if you can, if not, give a physical description.
• What is the location?
• Is the animal going in a particular direction?
• What is the Date and Time?
• If you know who owns the animal

Please submit information by email to PSS@hayriver.com or contact Bylaw at 867-875-0095 or Town Hall at 867-874-6522.
If an animal is at large after hours, please leave a message. The Town does not provide 24-hour
bylaw response services. If there is an aggressive animal at large after hours, please contact the
RCMP at 867-874-1111 and they will respond to the public safety concern
